How to get a log in panel on my website and manage what people see when they log in?

Ok, i have a website and i want to allow my customers to have a log in and be able to download rapports i upload for them. Do i use a CMS system and if so; how do i manage different content for each and every user. I know it might sound silly but i have no clue where to start? Thanks a lot
