How to give my customers templates to build their own website?

I manage several hundred apartment complexes. They are small. The complexes want me to help them make websites. I dont want want to customize a website for each. I have seen places that have templates where you can make your own website. I would love to know how to give that power to my customers. Does anyone know software that can show templates, let them add their own text and pictures and then post the template in HTML? I think it can be done in flash but I need help knowing my options. Thank you in advance I dont need the websites for me. I need to be able to have my complex owners go to my website look at templates. Select the one they want. add their stuff and then post it for them. If that makes sense.

1. Right this is time for a brand new freewebsite that I was looking for when I was looking for free webhosting called Freewebs.com and basicly its all online no software, you register your username that will be your www.freewebs.com/yourname and they get to have and customize there own template and add html and tet and games and videos and all sorts in a flash, it has special features like in-built blog or flash counter or comments or rate this kinda stuff. Cheak it out and I host all my stuff and also if you are a HTML graphics designer or such then you can design your own template and do all the stuff in Dreamweaver of such and then upload all the pdf images and cig style files. 2. First off, stay away from flash. Flash is way over the top for what you want to do. If the other apts. have a web design program. Make a few simple templates loaded with photos, text.. so all they have to do is replace them. You know, the image and text placement is already set up for them. All they have to do is over write. Another option is phpnuke and php postnuke. They're site builders, but nothing flashing. Most pc gaming clans like using phpnuke. Some free web host like tripod, geocities provide a simple site builder for its clients. Again, nothing great, but they work. If you need further help feel free to contact me.
