How do I find customers for my new computer training business when they don't know they need it?

I recently started a small company where I will offer computer training. I will offer training on database design and data analysis. However, most of the people who would benefit from the training (people who use spreadsheets to manage their data) don't know that they would benefit from my service. So, how do I (inexpensively) find these customers who don't know they need me? I have tried posting an ad on craigslist computer services, but got no responses.

1. Contact your local adult education center and ask about teaching a course in Microsoft Access or whatever program you specialize in. You will get paid and be able to hand out business cards people who need database training and recognize your expertise.
